In general, mailing lists are public email forums, where all members can join the discussion at any time. They are also referred to as "discussion groups" or simply "groups".
Chat rooms and message boards rely on special software (run from a browser window) to allow interactive discussion, where messages are exchanged in real-time between two or more people.
Newsletters are static electronic documents, issued by an editor and distributed via email to subscribers.
